AAPI Liaisons
The Orange County Sheriff’s Office is committed to the safety and fair and respectful treatment of all residents and visitors. OCSO has a group of Asian American Pacific Islander (AAPI) Liaisons who are available to work with community members, visitors and business owners in the following areas:
Work with all parts of the Sheriff’s Office to identify with AAPI residents and address their concerns
Assist in productive dialogue with investigative units concerning AAPI-related crimes
Work with other law enforcement agencies and community-based organizations to become educated and involved in AAPI-related issues
Our liaisons will assist the Sheriff’s Office with any AAPI cases in which they can help address cultural or translation barriers as well as work with the AAPI community to build trust with law enforcement.

Meet Your Liaisons
Sergeant Canh Bui
His Story
Sergeant Bui grew up in Orlando and began his law enforcement career at the St. Cloud Police Department in 2009. He joined the Orange County Sheriff’s Office in 2011 and during his time at OCSO, has been a member of Uniform Patrol, Criminal Investigations, the Tactical Anti-Crime Unit, Motors and High Risk Incident Command. He is also a head varsity football coach. Sergeant Bui is fluent in Vietnamese.
SergeantRandy Yim
His Story
Sergeant Yim’s immediate family was all born in China and he is a first generation Asian American. He is fluent in the Fuzhou dialect. Sergeant Yim started his career with the Sheriff’s Office as a 911 Operator in 2004. In 2007, Sergeant Yim was sworn in as a Deputy Sheriff. During his career, he has been assigned to various patrol sectors and was a Field Training Officer. Sergeant Yim is currently assigned to the Motors Unit.
Deputy First Class Thomas “Tom” Lin
His Story
DFC Lin began his law enforcement career in 1978, at the FBI in Washington, D.C., as a Latent Fingerprint Technician. DFC Lin became a police officer in Northern Virginia in 1982, at a time when there were few Asian officers DC/Metro area. DFC Lin moved to Orlando in 1988, and joined the OCSO as a patrol deputy. DFC Lin has worked in the Marine/Dive Unit, was once nominated for Investigator of the year Nationally/Internationally, and has cross-trained in the Aviation unit. DFC Lin is now a Reserve Deputy and sits on the Board of Directors for the Asian American Chamber of Commerce of Central Florida. He now represents the Orange County Sheriff’s Office working together with the Orange County Mayor’s office among other Governmental entities.
Deputy First Class Trang Pham
Her Story
DFC Pham is a native Orlandoan and joined OCSO as a Deputy Sheriff in 2012. She has worked in the Uniform Patrol Division on midnight and dayshift squads is a certified member of the agency’s Crisis Intervention Team and has served as a Field Training Officer. She is currently an Extraditions Agent in the Criminal Process Section. She has also served on the Critical Incident Management Team. DFC Pham has a Bachelor of Science in Business Administration in Finance and a Bachelor of Science in Criminal Justice from the University of Central Florida. She is an active member of the OCSO cycling team, which rides in various events to raise awareness and funds to honor our fallen heroes at the local and national levels. DFC Pham is conversational in Vietnamese.
Deputy James Chan
His Story
Deputy James Chan grew up in New York and is a first-generation Chinese American. Deputy Chan spent most of his career working in the corporate/private sector, helping companies with financial and operational distressed turnarounds. He has always wanted to help individuals and that desire led him to a career in law enforcement in 2020, when he joined the Orange County Sheriff’s Office. He has worked in patrol and as a School Resource Officer. Deputy Chan has a Bachelor of Science in Accounting from Saint John’s University.
Deputy Matthew Chiang
His Story
Deputy Chiang grew up in the New York metropolitan area where he obtained his Bachelor of Science in Public Health. He worked in the emergency medical field for fourteen years as a paramedic before switching to law enforcement when he joined OCSO in 2020. He currently works in our uniform patrol division in Sector 4. Deputy Chiang is fluent in Mandarin Chinese.
Deputy Anthony Phuong
His Story
Deputy Phuong was born and raised in Orlando, and has been with OCSO since 2017. He currently works in the Uniform Patrol Division and is a Field Training Officer. He graduated from the University of Central Florida with a Bachelor of Science in Criminal Justice. Deputy Phuong began doing martial arts at the age of three and continued practicing for approximately two decades.
Deputy Alex Li
His Story
Deputy Li was born and raised in New York City as a first-generation Chinese American. He began his career in corporate IT, and soon transitioned into law enforcement with the New York City Police Department where he served for 5 years. He joined the Orange County Sheriff Office in 2022 with the Uniform Patrol Division. He is fluent in Cantonese.
